organization comprised of marine scientists,
engineers, industrialists, and policy-makers
dedicated to sharing state-of-the-art marine
science and technology and the appropriate
applications of this technology.
Our principle goal is to provide leadership
to all participating nations to promote the
environmentally sound utilization of ocean
resources and to advance knowledge in the
various disciplines. The organization
provides an international forum for nations
and islands of the Pacific to exchange
information, ideas and technology. |

Welcome to
PACON 2017
PACON is a networking
organization founded in 1983. It
has held 24 international
conferences, the 25th PACON is
scheduled for
March 27-30,2017 in
Zhou Shan, China. PACON is
focused on Marine Science and
Technology.
The reason for our focus is
straightforward. The oceans
cover 71% of the planet. Their
role in energy production and
climate change over the next
hundred years will shape our
planet’s future. Important
policies will have to be crafted
to deal with all sorts of food,
energy and minerals production
issues. The efficacy of these
policies will heavily rest on
the advent of technological
developments. In the last
century much technological
development originated in the
US. Now, many of the new
technologies and their
implementation are coming from
Asia. As the issues are
difficult and convoluted, it is
very important to address them
from a wide viewpoint involving
technologists, scientists,
engineers, industrialists and
policy makers from a broad range
of countries. PACON was founded
to do just this. It is designed
as a network and as a forum to
show leadership. It is oriented
to a wide range of marine issues
taken from a variety of points
of view from the major countries
surrounding the Pacific Basin.
In terms of membership, PACON
International is comprised about
equally of marine scientists,
engineers, industrialists, and
policy-makers dedicated to
sharing state-of-the-art marine
science and technology and the
appropriate applications of this
technology.
Our principle goal is to provide

international exchanging of
information, ideas and
technology.
Our mission is linking science
and technology across the
Pacific through innovation and
education. The principal
technology transfer and
educational tool we use is the
Pacific Congress on Marine
Science and Technology held
every two years and now planning
for its 25th gala meeting in
Zhou Shan, China in April 2017.
The conference provides focused
key-note speeches by influential
leaders on selected topics of
broad concern. The structure of
the meeting provides ample time
for discussion with these
groundbreaking leaders as well
as more technical talks to fill
in the meat of the subject.
PACON is unique in its breadth
of subject interest and national
participation. We encourage all
to join PACON and participate in
our network and conferences. As
your president I assure you it
will be an effort that will be
richly rewarded both for
yourself and our precious ocean
environment.

PACON学术部分总结 |
PACON 2017重点围绕“全球变革时代的跨太平洋合作”这一主题,重点在“海洋资源利用与开发”、“海洋生态环境与全球变化响应”、“海洋灾害的预警、预报”、“遥感与物理海洋”、“近岸及远海工程技术开发与利用”、“可持续性海洋法规的制定与应用”等几个方面的议题举行学术报告及展开讨论。本次会议由浙江大学海洋学院和中国科学院南海海洋研究所共同承办,会上将有来自美国、德国、意大利、俄罗斯等9个国家或地区的海洋领域专家学者参加,共分10个分会场进行学术报告及讨论。大会邀请美国马里兰大学海洋生态及富营养化研究专家Patricia
Glibert教授、俄罗斯海参崴太平洋海洋研究院物理海洋专家Vyacheslav
Lobanov博士、意大利国家研究院卫星遥感研究专家Stefano
Vignudelli研究员、美国威斯康星-麦迪逊分校海洋灾害研究专家Chin
Wu教授、国家海洋局第二海洋研究所海洋工程技术专家陶春晖教授、中国气象局上海台风研究所气象专家雷小途教授等就全球变革时代背景下的海洋科学与工程技术研究面临的挑战与机遇作大会主题报告。同时,来自10余国的近200位海洋研究专家就海洋科学与技术领域的前沿、热点问题展开了深入的交流与讨论,共做110场学术报告,有30余位研究生进行了海报展示及研究生专题讨论(详见大会手册)。10个会议专题内容总结如下:
1)可持续性水产养殖及海洋渔业增强:
该分会由美国MOTE的Ken
Leber教授和浙江大学动物科学学院的邵庆均教授担任主席,就目前海洋水产养殖现状、渔业资源开发与利用、先进养殖技术等热点问题进行了讨论,尤其是针对我国现有野生渔业资源短缺,养殖水产需求量大,养殖过程中的环境保护等矛盾展开探讨。
2)海洋生态环境、生物资源及其全球响应:
该分会由国家海洋局海洋二所的陆斗定研究员及暨南大学齐雨藻教授担任主席,针对海洋生物资源利用与生态环境安全之间的紧密关系,结合目前全球环境变化,如海洋酸化、全球变暖等现状展开讨论,就海洋中的不同生物资源类型,如海洋微生物、底栖类生物、红树林资源等在全球变化条件下所产生的正或负面的响应进行了交流,为进一步有效保护海洋生物资源,减缓全球变化危害提出建议。
3)海底资源与地壳勘探:
德国基尔大学的Dieter Garbe-Schönberg教授,国家海洋局第二海洋研究所的陶春晖研究院以及中国地质调查局广州海洋地址调查局杨胜雄高级工程师担任该分会的主席,就海底热液、海洋地质资源开发过程中的科学与技术关键问题进行汇报,为进一步合理开展地壳勘探及海洋地质资源的利用提供新的研究思路。
4)遥感与物理海洋:
俄罗斯海参崴太平洋海洋研究院物理海洋专家Vyacheslav Lobanov博士及中国科学院遥感应用研究所王晋年研究院担任此分会的主席,分会共进行20个会议报告,就利用遥感技术开展的各项海洋研究进行汇报和探讨,对遥感数据的应用以及各科研单位间的合作等议题进行了探讨。分会主席还做了题为“An integrated
hypersptcral and SAR small satellite constellation for ocean environment
monitoring”的主题报告,与参会专家交流研究经验。浙江大学海洋学院“青年千人”乐成峰教授也做了题为“Application
of ocean color remote sensing on coastal water management”交流科研成果。
5)海岸、近海、港口技术与工程:
该分会由15个分会报告组成,由美国威斯康星-麦迪逊分校海洋灾害研究专家Chin
Wu教授和四川大学的林鹏智教授担任分会主席,会议针对海岸带、近岸、远岸及港口的海洋工程技术开发与利用现状及未来的发展方向进行了深入的交流和探讨,为进一步开展太平洋区域的海洋工程提供契机。
6)海洋法制:
该分会由大连海洋大学承办,浙江大学的邹克渊教授、大连海洋大学的裴兆斌教授担任分会主席,会议就海洋法规的制定与执行、海事权益、海洋资源利用开发过程中的法规等具有现实意义的问题开展讨论,为合理利用现有海洋法律、维护我国海洋资源的开发利用提供理论依据。
7)海洋生态灾害极其对环太平洋地区的影响:
该分会由美国马里兰大学的Patricia Glibert教授及中国科学院海洋研究所的周名江教授担任分会主席,中国科学院海洋研究所李超伦研究员、唐赢中研究员分别作了题为“Causes
of giant jellyfish bloom in Chinese coastal waters”以及“Transcriptomic
analyses of Scrippsiella trochoidea revealed genes possibly relevant to
encystment and cormancy of dinofagellates”的报告,重点讨论了现有海洋生态危害,如赤潮,水母爆发引起的环境灾害以及现代科学技术在这些生态灾害研究中的应用。
8)海洋灾害及风险治理:
该分会由日本Koichi Masuda教授以及中国气象局雷小途研究院作为分会主席,重点探讨了地震、海啸、台风等海洋灾害的全球性变化趋势及其与人类生产生活之间的关系,对如何及早探查海洋灾害并预警等热点问题进行了深入探讨。
9)可持续海洋经济及政策制定:
泰国科技部第三副部长,泰国国立科技博物馆馆长(NSM)Dr.
Pichai Songchaeng担任分会主席,会议就亚太地区国家在维护海洋可持续经济发展以及相关政策制定等方面所取得的成果进行交流,为加强国家之间的合作奠定基础。
10)可持续生物:
日本大学Hideki Kohno教授主持这一分会,重点探讨生物领域的研究方法及技术以及这些技术在海洋生物及天然产物研究中的应用,为合理开发海洋生物及天然产物资源提供新的研究思路。
本次大会比较系统和全面地展示了与会各国专家学者在海洋科学与工程技术领域的重要进展,对今后海洋领域相关科学研究、生产应用,以及国际合作提供了宝贵的理论参考和技术借鉴。通过研讨会加强了环太平洋各国海洋领域专家学者之间的交流和合作,增进了我国与国际海洋领域的专家学者间的友谊和联络,对提升我国海洋科学的研究水平、人才培养以及促进国际交流具有重要意义。本次会议的成功召开不仅为国内外学者提供了重要学术合作交流机会,也为提升我国在海洋技术领域中的学术地位及国际影响力发挥了积极的作用。
